Ten cities and prefectures, 21st of 27, every code beginning 61, over 107 county-level units in the same seven formats.

Shaanxi Province at city level: 10 units, with the rest of the country drawn faintly behind them. Same fields and formats as the national file, so it drops into an existing build without a schema change.
