Hainan, China administrative boundaries

Hainan is the case where the second level is not all cities. The file has 19 units at that level, and many are county-level cities and counties the province administers directly rather than through a prefecture. Because of that, the county-level file holds 26 units, including the districts of the prefecture-level cities.

If you are joining Hainan data, check whether the source treats those directly administered units as second or third level. This catalog puts them in both files, with the parent field repeating their own code so a join resolves. Codes are GB/T 2260, names carry both scripts, and the geometry is WGS 84 with label points and bounding boxes.

Both levels ship in GeoJSON, shapefile, SVG, DXF, GML, KML and CSV. City level $19.99, county level $39.99, issued at payment, licensed to one organization, refundable for 14 days. The county file is the one that matches county-level statistics; the city file is for second-level maps.
